Minimum Starting Wage: $19.72 To apply for this job, please visit the following link: POSITION SUMMARY This position is responsible for assisting with the appraisal and valuation of real and personal property for the Appraisal department functions of Harvey County; also provides clerical and administrative support with courteous and effective customer service to residents regarding the assessing process. This is a career progression series opportunity. Employees are eligible for progression through the listed classification series based on attaining the minimum qualifications for each level and meeting performance measures. ESSENTIAL FUNCTIONS The following duties are normal for this position. However, they are not to be construed as exclusive or all–inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may also be required or assigned. Provides customer service to internal and external customers; addresses and resolves customer questions as able and refers complex inquiries, requests, or complaints to appropriate staff. Enters, scans, updates, and maintains information in spreadsheets, databases, and reports. Maintains electronic, paper filing, and record systems to provide easy access to records and information; provides retention of records as required by Department and County policies. Sorts, copies, and distributes a variety of correspondence, deliveries, and mail; opens, logs, and routes office mail. Composes routine correspondence; proofreads and edits documents. Completes research of property record information. Conducts field appraisals of residential, agricultural, commercial, and industrial properties, including property visits, data collection, analysis, and update of records. Assists with inspection, measurement and data collection, and performs drawings and calculations for new construction and existing properties. Analyzes revised data and related changes required by new splits and combinations of properties, and determines land class and land use. Conducts informal appeal hearings, which includes data verification, research, and a preliminary study of property under protest. May assist in developing information relating to the valuation programs in KSCAMA, including investigation and verification of sales, income and expense modeling, and index and depreciation studies. Collects building permit information via GIS System, Planning and Zoning, or undocumented new structures discovered for valuation purposes. Obtains information via AG mailers regarding agricultural land use changes or confirmation of continuous use. Conducts final review of residential, agricultural and commercial properties prior to mailing of Change of Value Notices. Completes processing of renditions. Provides discovery on personal property. Meets with taxpayer and taxpayer representatives for the purpose of answering questions, verifying data, and generally informing the Assists with reappraisals of residential and personal property. Analyzes sales verifications to identify and establish trends and influences on property values. Assists with the interpretation of State guidelines, laws and appraisal procedures. Assists with the preparation of documentation to defend appealed assessments. Create maps used in the field and for analysis. Other duties as assigned. Appraiser II and III Additional Duties: Performs all duties assigned to the Appraiser I level. Provides training to other department personnel, as assigned by the County Appraiser and oversees field work and values. Completes research of property record information to include personal property, golf courses, airports, mobile home parks, campgrounds. Provides personal property valuation including aircraft and exemptions. Provides for valuation on oil and gas, and other personal properties. Addresses and resolves complex inquiries and concerns. MINIMUM REQUIRED QUALIFICATIONS Appraiser I High school diploma or equivalent and one (1) year of experience or training in a similar role. Associate’s degree preferred. Must possess a valid driver’s license. Completion of IAAO Course 1 in the first 12 months of employment. Appraiser II Meets all minimum qualifications for Appraiser I. Minimum of two (2) years of appraisal experience. Completion of IAAO Courses 1 and 2 in the first 12 months of employment. Must take Agricultural Courses. Appraiser III Meets all minimum qualifications for Appraiser II. Minimum of three (3) years of appraisal experience. Must take all Commercial Courses. SUPERVISORY RELATIONSHIPS Works under general supervision of the County Appraiser on some assignments but works independently performing recurring duties in accordance with established procedures. This position has no supervisory responsibilities. KNOWLEDGE, SKILLS AND ABILITIES Knowledge of administrative policies and procedures of the County. Knowledge of current office practices and procedures consistent for this position. Knowledge of computer software consistent for this position. Skill in organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority. Skill in accounting and accounts payable/receivable practices, procedures and methods. Skill in researching and understanding complex written materials. Skill in analyzing complex administrative information and issues, defining problems and evaluating alternatives, and recommending methods, procedures, and techniques for resolution of issues. Ability to interpret and implement local policies and procedures; written instructions, general correspondence; Federal, State, and local regulations. Ability to perform detailed work accurately and independently in compliance with stringent time limits with minimal direction and supervision. Ability to think quickly, maintain self-control, and adapt to stressful situations. Ability to perform mathematical calculations required of this position. Ability to communicate clearly, concisely and effectively in English in both written and verbal form. Ability to prepare and maintain accurate and concise records and reports. Ability to establish and maintain accurate records of assigned activities and operations. Ability to analyze facts and to exercise sound judgment in arriving at conclusions. Ability to apply sound judgment and discretion in performing duties, resolving problems and interpreting policies and regulations. Ability to maintain professionalism at all times. Ability to maintain effective working relationships with individuals within and outside the organization. Ability to maintain confidentiality and discretion regarding business-related files, reports and conversations, within the provision of Freedom of Information Act and other applicable State and Federal statutes and regulations. Ability to work the allocated hours of the position and respond after hours as needed.
