The Chief Strategy Officer (CSO) is a key executive leader responsible for driving the Third Judicial Circuit's strategic vision, securing critical grant funding, and fostering an inclusive and equitable environment within the court system. Reporting to the Executive Court Administrator (ECA), and with direction from the courts internal committee focused on belonging and fairness, the CSO collaborates with court leadership to translate the court's mission and vision into actionable strategies and impactful initiatives. This highly autonomous role demands exceptional strategic thinking, communication, and relationship-building expertise.

Base pay range


$85,383.00/yr - $117,025.00/yr

Responsibilities



  • Strategic Leadership: Develop and implement strategic plans aligned with court objectives and ensuring justice for all; provide strategic counsel to the Executive Court Administrator (ECA) and court leadership; monitor and evaluate the effectiveness of strategic initiatives; serves as the chair/lead for select committees, carrying out responsibilities as assigned by the ECA.

  • Grant Acquisition & Management: Identify, pursue, and secure grant funding from diverse sources; develop compelling proposals; manage grant budgets and compliance; cultivate relationships with grant-making organizations.

  • Court / Community Engagement & Access: Champion and implement strategies to enhance fair access to court services; collaborate with internal and external stakeholders to address barriers and promote respect and an inclusive work culture; develop metrics to measure impact; partner with community organizations; design processes driven by data from state and local court data and trends from public satisfaction surveys, juror surveys and develop associated metrics to gauge service delivery and identify gaps.

  • Training & Professional Development: Implement comprehensive and ongoing training for all court personnel to ensure full understanding and consistent application of the anti-discrimination provisions of the Model Code of Conduct for Michigan Court Employees. This mandate prohibits discrimination based on race, color, religion, national origin, gender, or other protected groups; create ongoing opportunities for civic education and engagement.

  • Communication & Collaboration: Effectively communicate strategic initiatives, grant efforts, and community engagement activities to internal and external stakeholders that will strengthen partnerships and provide feedback to the Court via focus groups, town hall meetings and roundtables; represent the court at relevant events; build strong relationships with partners and agencies. Collaborate with the Office of Human Resources and review court policies, procedures, and communications to ensure the language follows the Model Code of Conduct for Michigan Court Employees, promotes employee well-being, mentorships, strengthens the employee experience and alignment with the Courts mission, vision and values.

Qualifications, Licenses and Certifications



  • Bachelor's degree in Public Administration, Business Administration, Law, Social Sciences, or a related field (Master's or JD preferred). Experience commensurate with the job that demonstrates the required skills and competencies may be considered in lieu of education requirement(s).

  • Progressive experience in strategic planning, grant writing/management, and/or leading community engagement initiatives.

  • Proven track record of successfully securing grant funding.

  • Excellent written and verbal communication skills, with a proven ability to develop and deliver effective training programs.

  • Demonstrated experience in a governmental or court setting is highly desirable.

  • Strong understanding of community engagement principles.

  • Experience within the Michigan court system (preferred).

  • Familiarity with judicial administration and court operations (preferred).

  • Familiarity with the Model Code of Conduct for Michigan Court Employees (preferred).

  • Established relationships with relevant grant-making organizations (preferred).

  • Proficiency in Microsoft Office Suite.

  • Proven ability to exercise sound judgment and maintain confidentiality.

  • Ability to work with a diverse population.

Additional Requirements



  • Occasional travel for meetings and conferences.

  • Successful completion of criminal and IV-D background check, fingerprinting and rechecks.

  • Applicants must be legally authorized to work in the U.S.
